The ground

A roof here has to get rid of its water properly.

Port Coquitlam sits on the north bank of the confluence of the Fraser and Pitt Rivers, with the Coquitlam River running through the middle of it. The City identifies two flood zones — the Fraser and Pitt River zone and the Coquitlam River zone — and says it patrols and maintains dikes and pump stations, monitoring river levels through the spring freshet.

That geography does not change how a roof is built. It changes how much a badly draining roof costs you. On a hillside lot, a gutter that overflows at the corner sends water somewhere it will run away from the house. On a flat lot on a river plain, it sends water straight down the wall and into the ground beside the foundation, and it does that every storm, for years.

The older northern subdivisions

Birchland Manor, Oxford Heights, Glenwood, Lincoln Park and Woodland Acres: smaller detached houses on flat streets with good access, moderate pitch, and roofs that have been done before. The most common surprise on a tear-off here is a hidden second layer of shingles under the current one, which is why more than one existing layer is priced at the inspection rather than assumed. Central Port Coquitlam and Lower Mary Hill

The downtown belt and the flat ground below the hill. Mary Hill and Citadel

The elevated part of the city, and the part with the views — which is another way of saying the part with the wind. Ridge caps and hip lines take more of it up here than anywhere else in Port Coquitlam, and they are usually the first thing to go. The City of Port Coquitlam states on its building permits page that a permit is needed before you build, demolish, repair or alter a building or structure.

The City's pages do not separately itemise roof-covering replacement, so rather than tell you what we assume, we confirm it with the building department for your job. Anything structural — altering roof framing, changing the roof line, adding a dormer — is permit work without question.
