Roofing in Delta, BC: flat roofs, wind and a very flat city

Commercial and industrial

Delta has more flat roof than most of Metro Vancouver.

Annacis Island opened in 1955 as Canada's first industrial park. Tilbury is one of the larger industrial areas in the region, and the Roberts Bank corridor adds more. All of it is low-slope, which makes Delta a membrane city as much as a shingle one.

Our flat and low-slope system is IKO two-ply SBS torch-on: TP-180 base sheet, TP-250 cap sheet, installed by our own crews. It goes on warehouses, shops, strata buildings and the flat sections over carports, additions and split-level houses. The workmanship warranty on torch-on and flat is five years, not ten. That is the honest figure for a membrane system; the manufacturer's product terms run separately and longer, and we do not merge the two into one number.

Most low-slope failures we are called to in Delta start in the same three places, and none of them is the open field of the membrane:

  • Drains and scuppers. A blocked drain is the cheapest thing on a roof to fix and one of the most expensive to ignore. On a big flat roof with a shallow fall, one blockage puts weight on the deck and holds water against every seam it reaches.
  • Perimeter and curb flashings. Where the membrane turns up a parapet or wraps a rooftop unit. On an exposed Delta roof this is also where wind uplift is highest.
  • Rooftop mechanical. Units added or swapped over the years, each one a new penetration, each one only as good as the flashing somebody did around it at the time.

The exposure

Flat ground, open water, and what the wind takes first.

Delta is a river delta, which is to say it is flat, close to sea level, and diked. Burns Bog — the largest raised urban peat bog in North America — sits in the middle of it. On the west side there is nothing between a roof and the Strait of Georgia but open farmland and a dike.

That has one clear consequence for roofing. Wind does not usually take the field of a roof; it takes the edges, and in Delta it gets a long uninterrupted run at them.

  • Ridge and hip caps. The cap shingles along the top lines take more wind and more ultraviolet than anything else up there, and they are commonly the first thing to fail on an exposed Delta house.
  • Rake edges and eaves. Where a gust gets under the first course. Proper edge metal and the correct starter course matter more here than the brand on the shingle does.
  • Low-slope perimeters and corners. Uplift is highest at the corners of a flat roof and lowest in the middle, which is exactly the opposite of where most maintenance attention goes.

Rainfall, by contrast, is on Delta's side. Environment and Climate Change Canada publishes climate normals by station; the nearest one to Delta, Vancouver International Airport across the river, records 1,189 mm of precipitation a year in the 1981–2010 normals. That is the lowest figure anywhere on our coverage map — against 2,356 mm at North Vancouver Sonora Drive, up on the North Shore slopes, in the 1981–2007 normals, very nearly double it. Less water on the field. No help at all at the edges.

Wind damage in particular is worth having looked at properly, because a creased shingle matters as much as a missing one. A crease breaks the mat while the shingle is still in place, and that course leaks in the next storm rather than this one. That is usually a roof repair rather than a replacement, and dated photographs make any insurance conversation shorter.

Three communities

Ladner

The historic core around Ladner Village, surrounded by working farmland on the delta flats. Older detached stock in the village, larger postwar and later houses around it, and farm outbuildings where a house, a shop and a barn on one property need three different answers. Original cedar still turns up in the older streets, which makes it a cedar roofing or conversion conversation: keep and maintain it, or strip it, lay a full new plywood deck and shingle over.

Tsawwassen

Out on the point between Boundary Bay and the Strait, and the most wind-exposed part of our coverage area. It has its own page: roofing in Tsawwassen.

North Delta

Annieville, Nordel, Scottsdale, Sunshine Hills, Panorama Ridge, Royal York, Sunbury and Canterbury Heights: a large body of suburban detached housing on the slope above the Fraser, bounded by Scott Road to the east and Burns Bog to the west. Moderate pitch, good access, roofs that have generally been done at least once before, which is why a hidden second layer of shingles is the most common tear-off surprise here.

Permits and price

Delta is clear about permits, which helps.

The City of Delta lists roofing repair or replacement among the work that does not require a building permit on its building and renovating page, while noting that the work must still comply with the building code.

So a like-for-like re-roof over sound structure normally proceeds without one. Structure is the exception: altering roof framing, changing the roof line, adding a dormer or building an addition is permit work. Replacing a rotted sheet or two of decking found during a tear-off is repair of what was already there. Where a permit is genuinely required for your job, it is inside the quoted price rather than added later.

Every quoted price already includes removing the existing roofing, ice and water shield and underlayment, the chosen product installed to manufacturer specification, new hip and ridge, existing attic vents replaced with new ones, new pipe jacks and flashings, full clean-up of job debris, the city permit where one is required, licensed and insured crews, and the workmanship warranty — ten years on shingle, metal, cedar and composite, five on torch-on and flat.

Priced at the inspection instead of assumed: new decking, per sheet, only if found. More than one existing layer. A second storey or difficult access. An unusually complex roof. Will my Delta house need new plywood decking?

Probably not. We find rot on about one tear-off in ten, usually a couple of sheets rather than a whole roof, almost always around a penetration where a pipe collar or a vent flashing has been leaking quietly for years. Decking is priced per sheet at the inspection and charged only if it is actually found once the old roofing is off. A hidden second layer of shingles under the current one is the other common surprise on older North Delta and Ladner stock.

How long does a roof replacement take in Delta?

One to three days for a standard detached home and two to four for a larger or steeper roof, a cedar tear-off, a job needing new decking, or winter work. Much of Delta's detached stock is at the shorter end: single storey or split-level, moderate pitch, flat street, easy access. Commercial and strata low-slope work is scheduled differently, in phases agreed with the building, and that schedule goes in the quote.
